Rare Four-Cyclone Formation Puts China on Alert as Another Typhoon Closes In

China has been confronted by an extraordinary concentration of tropical weather after four cyclones swirled simultaneously across the Northwest Pacific and South China Sea, while flooding forced tens of thousands of people from their homes. The rare formation involved Saudel, Narra, Gaenari and Atsani — four consecutive named systems spanning a vast stretch of ocean around East and Southeast Asia.

The most striking image may be four storms appearing at once, but the more serious story is what comes next. Narra has already flooded parts of southern China, while the much stronger Saudel is approaching the country's eastern coastline and threatening to deliver another round of destructive wind and heavy rain before communities farther south have fully recovered.

A Rare Four-Storm Formation

The four systems represented the 18th through 21st named storms of the season and briefly created an unusual concentration of tropical cyclone activity across waters surrounding China.

Their threats were not equal. Atsani was not expected to have a significant direct impact on China, while Gaenari had already crossed the Fujian coast near Quanzhou on August 24 and subsequently weakened.

Narra, however, lingered around the Beibu Gulf before making landfall on Hainan on the evening of August 25. Saudel remained farther east and substantially stronger, moving towards the East China Sea and the densely populated Zhejiang–Fujian coastline.

By August 26 the four-storm configuration itself was already breaking apart. Gaenari and Atsani had weakened sufficiently that current Chinese forecasts were focusing primarily on Saudel and the weakening remnants of Narra.

That distinction matters. Four cyclones simultaneously appearing on weather maps is remarkable, but the risk to people comes from the accumulated rain, river levels, storm surge, winds and repeated pressure on the same infrastructure.

Narra Has Already Become a Flood Emergency

Narra's slow movement around the Beibu Gulf allowed it to feed prolonged rainfall into Guangxi, Guangdong and Hainan before and during its eventual landfall.

The consequences were already severe in Guangxi.

Around 54,000 people were reported to have been relocated across the autonomous region as flooding intensified. More than 15,000 people were moved in Chongzuo alone after river levels exceeded a previous record dating to 2008.

Floodwater entered urban districts and low-lying communities. In some locations water rose towards rooftops, while businesses and tourism operations in high-risk areas were ordered to close.

Chinese military personnel, armed police and militia units were deployed to assist with rescues and evacuations as rising water affected areas including Jiangzhou, Ningming and Longzhou.

The national government had already allocated 50 million yuan in emergency central funding towards recovery from typhoon-related flooding in Guangxi, including repairs to roads, water infrastructure, schools and hospitals.

The striking part is that China is moving into recovery operations in some districts while simultaneously preparing for another major storm hundreds of kilometres away.

Saudel Is Now the Bigger Threat

Saudel has therefore become the system attracting the greatest immediate attention.

Chinese emergency authorities said on August 26 that it was expected to make landfall somewhere between Xiangshan in Zhejiang and Fuqing in Fujian between the night of August 27 and the morning of August 28.

Officials described the storm as capable of arriving with considerable strength, carrying large quantities of moisture and affecting a wide geographical area.

China consequently upgraded its flood and typhoon emergency response for Zhejiang and Fujian from Level IV to Level III.

Fujian also raised its provincial typhoon emergency response to Level III as preparations intensified.

The challenge is not confined to the immediate landfall zone. Moisture carried inland by tropical systems can produce dangerous rainfall well away from the coastline, particularly when it encounters mountains, saturated catchments or other weather systems.

Authorities are therefore preparing not simply for a coastal wind event but for another potentially sprawling rain and flooding emergency.

China Is Facing Overlapping Weather Disasters

That is what gives this episode greater significance than the dramatic sight of four named storms occupying the region at once.

China is dealing with overlapping rather than isolated hazards.

One storm can close ports, flood roads, interrupt trains, damage crops and force evacuations. A sequence of systems arriving before rivers, reservoirs and transport networks have returned to normal creates a different problem.

Emergency personnel can be stretched across several provinces. Reservoir operators have less room for additional rainfall. Saturated hillsides become more vulnerable to landslides. Roads damaged by one flood may be needed for evacuations during the next.

Businesses face the same compounding effect.

Southern and eastern China contain some of the most important manufacturing, logistics and export infrastructure on Earth. Repeated closures or flooding do not need to destroy factories to become economically significant. Delayed vessels, interrupted trucking, cancelled flights and temporary plant shutdowns can spread disruption through supply chains far beyond the storm zone.

That risk was visible during China's previous struggle with Typhoon Dolphin and its inland flood threat, when extreme rainfall demonstrated how a cyclone's economic consequences can continue long after its strongest winds have weakened.

The Wider Region Is Already Feeling Saudel

Saudel's impact has not begun with China.

The storm passed through the wider Okinawa region of Japan as it travelled west, bringing severe winds, rough seas and widespread transport disruption.

Nearly 35,000 homes were reported without power as the system affected Okinawa and the Amami islands, while dozens of flights were cancelled.

Taiwan was also monitoring the storm as it tracked north of the island, with additional rain expected in some areas.

This enormous geographical footprint demonstrates why tropical cyclone intensity alone does not explain the risk.

The position of a storm, its speed, rainfall distribution, interaction with terrain and the condition of communities already affected by earlier weather can matter just as much as the headline wind category.

Four Storms Do Not Mean Four Direct Hits

The four-cyclone formation should therefore not be interpreted as four typhoons simultaneously striking China.

They developed across a huge area and followed different tracks.

Atsani was not expected to affect mainland China significantly. Gaenari had already made landfall and weakened. Narra crossed Hainan and was weakening inland. Saudel became the most significant remaining coastal threat.

Yet their close succession still matters because each system contributes to an unusually complicated regional weather pattern.

Forecasters have had to track multiple circulations while local governments prepare different regions for flooding, strong winds, coastal waves and landslides almost simultaneously.

The spectacle in the satellite imagery is real. So is the danger. But the danger comes from the sequence and overlap rather than four identical storms converging on one location.

China's Disaster Defences Face Another Test

China has enormous experience managing typhoons and routinely uses large-scale evacuations, fishing-vessel recalls, transport shutdowns and tourist-site closures ahead of major storms.

Those measures can dramatically reduce deaths.

The evacuation of tens of thousands in Guangxi before and during severe flooding illustrates the scale at which authorities can mobilise when river levels become dangerous.

But repeated disasters test more than emergency response.

They test drainage systems, reservoirs, communications, local government coordination, power networks, hospitals, roads and the ability to move vulnerable residents before conditions become impossible.

They also expose the difficult transition between emergency and recovery. Repairing infrastructure after Narra becomes harder if Saudel and its associated rain generate another flood emergency before crews have completed the first job.

What Happens Next

The immediate focus is now Saudel.

Its final track and strength at landfall will determine whether this extraordinary week of tropical activity ends as a dramatic but manageable sequence of storms or develops into a broader disaster across eastern China.

Zhejiang and Fujian are preparing for the storm while southern areas continue dealing with the consequences of Narra. Guangdong could also experience further effects as moisture pushes inland.

The original four-cyclone formation is already fading from the weather map, but that does not mean the crisis is fading with it.

China's more difficult test is beginning after the spectacular satellite image: absorbing one flood emergency while protecting millions of people and vast stretches of infrastructure from the next storm moving towards shore.
