Brazil Refuses To Pick A Side In The US-China AI War — That Could Become A Problem
Brazil is attempting something increasingly difficult in the new technological cold war: building its artificial intelligence future with help from both China and the United States while refusing to become dependent on either. President Luiz Inácio Lula da Silva’s government has unveiled more than R$2.3 billion in new AI infrastructure initiatives, including major computing projects involving Chinese companies and a separate supercomputer procurement expected to rely heavily on American technology.
The technology matters. But the geopolitical message may matter even more. Brazil is effectively arguing that a major emerging economy should be able to buy American AI hardware, cooperate with Chinese technology groups, develop its own models and infrastructure, and still call the result technological sovereignty. Washington is moving towards a very different proposition: countries may increasingly have to decide which technological ecosystem they belong to.
Brazil Is Making A Huge AI Bet
One of the centrepieces is a roughly R$1 billion supercomputer planned for Rio Grande do Norte. Brazilian officials say the machine could reach around 7.2 exaflops of AI processing capability and rank among the world's most powerful systems of its type. Nvidia is widely expected to be the technology supplier, although the procurement process ultimately determines the winner.
That alone would represent an extraordinary increase in Brazil's computing power. The country already operates several machines represented in the global Top500 ranking, but its existing scientific infrastructure remains far below the scale Brazil believes it will need to train advanced artificial intelligence systems domestically. Brazil's National Laboratory for Scientific Computing has openly framed high-performance computing as part of the country's wider technological and economic development strategy.
The government wants the new capacity to support Brazilian AI models rather than leaving researchers, universities, companies and state institutions dependent entirely on foreign cloud providers. Potential applications stretch from scientific research and healthcare to industrial modelling, government services and the development of large language models trained around Portuguese and Brazilian data.
But Brazil is not simply buying American computing power.
China Gets A Major Role Too
Around R$1.3 billion is being directed towards another supercomputing and artificial intelligence initiative in Rio de Janeiro involving Chinese technology groups Huawei and iFlytek. The programme is expected to support the creation of large language models and specialist AI systems while also expanding training and technological capability inside Brazil.
Huawei's involvement immediately gives the project geopolitical significance. The company has spent years at the centre of the technological confrontation between Washington and Beijing, particularly over telecommunications infrastructure, semiconductors and concerns about Chinese influence over critical digital systems.
Brazil is nevertheless moving in the opposite direction to a complete technological separation from China. It has also joined the new World Artificial Intelligence Cooperation Organization, established in Shanghai and promoted as an international framework for AI cooperation, development and governance. Brazil's government confirmed its participation in the organisation's founding process in July.
The result is not simply two large computers. It is the beginning of a deliberately diversified technological architecture.
Lula Wants A Third Way
Lula has made the underlying philosophy unusually clear. Brazil does not realistically expect to overtake either China or the United States in the global AI race, but it does not want its digital future controlled by them either.
Speaking about Brazil's ambitions this month, Lula said the country was not preparing to compete directly with China or America but to develop its own capabilities. His government has repeatedly used the language of technological and digital sovereignty when describing the programme.
That explains the decision to diversify.
If Brazil built its national AI infrastructure entirely around American hardware and platforms, Washington and American companies would retain enormous leverage over future access to critical technology. Export restrictions, sanctions, licensing requirements or changes in US policy could potentially constrain Brazil's development.
Building everything around China would simply create a different dependency.
Instead, Brazil wants American computing power, Chinese cooperation, domestic infrastructure and eventually more home-grown technology. Plans also include work around the open RISC-V processor architecture, a Brazilian cloud environment and a national centre focused on algorithmic transparency.
From Brasília's perspective, that is diversification.
From Washington's perspective, it may increasingly look like fence-sitting.
The Problem Is That Trump Wants Countries To Choose
The timing could hardly be more sensitive.
The Trump administration is intensifying its effort to keep the United States ahead of China in artificial intelligence. The rivalry is no longer just about who develops the best chatbot. It increasingly encompasses advanced chips, semiconductor manufacturing equipment, data centres, electricity, cloud infrastructure, critical minerals, AI models and the international standards governing how those technologies are deployed.
Washington has been developing its Pax Silica framework around trusted partners and strategic technology supply chains. More significantly for Brazil, the administration is preparing to tell governments that participation in an American-led AI coalition may ultimately be incompatible with simultaneously joining China's competing framework.
That strikes directly at Brazil's strategy.
Brazil wants technological pluralism. Trump increasingly views advanced technology through the logic of strategic blocs.
One side believes sovereignty comes from refusing to choose.
The other believes security may require choosing.
How Trump Is Likely To React
There has been no confirmed personal response from Trump to Brazil's latest supercomputer announcements at the time of publication. Predicting his exact reaction would therefore be speculation.
The direction of American policy, however, provides several strong clues.
Trump has repeatedly treated American AI leadership as a strategic national objective and has explicitly linked domestic AI policy to competition with China. Earlier this year, he delayed an AI executive action because he did not want measures that might weaken America's position against Beijing.
His administration has simultaneously been debating tougher approaches towards increasingly capable Chinese AI companies. Senior figures around the White House have warned that America's technological advantage is under pressure as Chinese models improve rapidly.
Against that backdrop, Trump is unlikely to object to Brazil buying Nvidia technology. Quite the opposite: a giant Brazilian supercomputer powered by an American company strengthens the commercial and technological reach of the US ecosystem.
The Huawei and iFlytek partnership is the difficult part.
Washington could eventually argue that Brazil cannot expect unrestricted access to the most advanced American technologies while simultaneously developing strategically important AI infrastructure alongside Chinese companies considered competitors or security concerns.
That does not necessarily mean immediate sanctions or an ultimatum from Trump. Brazil is too economically important, and American companies themselves have powerful incentives to retain access to its enormous market.
But pressure could arrive in subtler forms.
America Has Leverage
The United States controls some of the most important technological bottlenecks in the AI economy.
Nvidia dominates advanced AI accelerators. American companies occupy crucial positions across cloud computing, chip design, AI software and specialised technology services. Washington also maintains powerful export-control mechanisms that can determine where some high-end technologies can be sold.
That creates an uncomfortable contradiction for Brazil.
The more sophisticated its American-supplied supercomputer becomes, the more valuable continued access to American hardware becomes.
Yet the deeper its cooperation with Huawei and other Chinese companies grows, the more strategically uncomfortable Washington may become.
Brazilian Science and Technology Minister Luciana Santos has already acknowledged the potential danger. Discussing the diversification plan before the latest announcement, she referred to the possibility that the United States could restrict supplies to countries working with China in sensitive technological areas.
Brazil therefore appears to understand the gamble it is making.
It is proceeding anyway.
China Has An Entirely Different Offer
Beijing's appeal to emerging economies is deliberately different from Washington's.
China increasingly presents itself as a provider of technology, infrastructure, open models and technological cooperation to countries that do not want their digital development dictated by the West.
Its broader AI diplomacy has particularly emphasised developing nations and the Global South. Chinese leaders have promoted international access to AI technology while arguing against systems that could reinforce technological inequality between rich and poorer countries.
Brazil is an obvious target for that strategy.
It has more than 200 million people, enormous mineral resources, huge renewable-energy potential, major universities, a sophisticated agricultural economy and ambitions to become a more independent global power.
It is also a leading member of BRICS.
If China can become deeply embedded in Brazil's artificial intelligence ecosystem, Beijing gains more than another customer. It gains technological influence inside Latin America's largest country.
Why Brazil Matters Far Beyond Brazil
The battle for Brazil illustrates a much larger shift in international politics.
During the Cold War, states were frequently pressured to align politically and militarily with Washington or Moscow. The emerging AI rivalry could create a comparable division, but this time the dividing lines will run through semiconductor supply chains, cloud platforms, data centres, foundation models, telecommunications networks and critical minerals.
Countries such as Brazil, India, Indonesia, Saudi Arabia and others will increasingly ask whether they really need to join one technological bloc.
Washington has strong reasons to say yes.
If American AI companies must compete globally against Chinese rivals while Chinese firms remain embedded inside the digital infrastructure of countries receiving advanced US technology, American policymakers may conclude that technological openness is strengthening their primary competitor.
Brazil represents precisely the sort of case that will test how far Washington is prepared to push that argument.
There Is Also A Battle Over Critical Minerals
Artificial intelligence depends on far more than software.
Advanced computing requires enormous quantities of electricity, specialised semiconductor infrastructure and access to strategic minerals. Brazil possesses some of the world's most significant mineral resources, including deposits relevant to the increasingly important rare-earth supply chain.
Lula has already linked technological sovereignty with the country's policy towards critical minerals, arguing that Brazil must decide how these strategic assets should be developed rather than allowing outside powers to dominate them.
That gives Brazil leverage of its own.
America wants alternative mineral supply chains that reduce dependence on China.
China wants continued access to raw materials and international markets.
Brazil has both.
The AI supercomputer strategy therefore sits inside something much larger: Brazil's attempt to turn its natural resources, population and geopolitical position into bargaining power between the two dominant technological powers.
Brazil Is Trying To Become A Technological Swing State
That may ultimately be the most important way to understand Lula's decision.
Brazil is not choosing China.
It is not choosing America.
It is trying to make both countries compete for Brazil.
The strategy resembles the broader foreign-policy approach Lula has pursued for years: maintain relations with Washington, strengthen BRICS, deepen cooperation with Beijing, cultivate the Global South and resist being absorbed completely into any one geopolitical camp.
Artificial intelligence makes that strategy significantly harder.
Buying commodities from two competing countries is relatively simple. Building interconnected national technology infrastructure across rival ecosystems is different because software, chips, networks, export controls, cybersecurity standards and supply chains can become inseparable.
The more the US-China technology confrontation deepens, the harder genuine neutrality becomes.
What Happens Next
The immediate test will be implementation. Brazil's new projects are expected to develop through 2027, with the Rio Grande do Norte machine intended to create an enormous increase in domestic AI computing capacity.
The bigger test will come from Washington.
If Trump tolerates Brazil's dual strategy, other emerging economies could conclude that they too can obtain advanced American technology while simultaneously maintaining deep technological relationships with China.
If Washington instead restricts access, threatens export controls or makes participation in American technology alliances conditional on reducing Chinese involvement, Brazil could become one of the first major battlegrounds in a much harder phase of the AI cold war.
Lula's government believes technological sovereignty means refusing dependence on either superpower. Trump may eventually force Brazil to confront the uncomfortable possibility that, in the emerging global AI order, the two superpowers will not always allow that choice to remain available.
