Tesla’s Self-Driving Push Takes Huge Step Forward
France has begun testing Tesla’s Full Self-Driving Supervised system on public roads, removing another barrier between Elon Musk’s company and what could become one of the most important autonomous-driving approvals in Europe.
Two Tesla vehicles equipped with FSD have been supplied for the French assessment. The results are expected during September and could directly influence how France votes when European governments consider whether the technology should be permitted across the European Union.
France Is Putting Tesla to the Test
The move marks a significant change in France’s approach to the technology.
French Transport Minister Philippe Tabarot said he had held a constructive discussion with Elon Musk before announcing that two vehicles would undergo road testing. French authorities want to make their own assessment of the system rather than simply relying on Tesla’s evidence or testing conducted elsewhere in Europe.
That distinction matters.
The Netherlands has already granted FSD Supervised a European type approval with provisional validity on Dutch territory after an assessment lasting more than 18 months. Belgium, Denmark, Estonia and Lithuania have also allowed deployment under the developing European approval process.
France, however, had remained cautious.
Officials previously raised concerns about how the system handles speed restrictions and how drivers are warned when they stop paying sufficient attention. Those questions put one of Europe’s largest car markets among the important remaining obstacles to a wider rollout.
The new tests do not mean France has approved Tesla FSD.
They mean Paris is now actively gathering the evidence it needs to decide whether it should.
What Tesla FSD Actually Does
Despite its name, Full Self-Driving Supervised does not turn a Tesla into a fully autonomous vehicle.
When activated, the software can take control of several driving tasks including steering, braking and acceleration. It can navigate complex roads, respond to surrounding traffic and perform manoeuvres that would otherwise be carried out directly by the driver.
But the driver remains responsible.
Tesla requires the person behind the wheel to remain attentive and ready to intervene. European regulators similarly classify the technology as an advanced driver-assistance system rather than a vehicle capable of operating independently of its occupant.
That distinction will become increasingly important as automated driving spreads.
A genuinely autonomous vehicle can transfer responsibility for part or all of the driving task away from the human. FSD Supervised instead places increasingly powerful automation beneath continued human supervision.
The car can do much of the work.
The human still carries the responsibility.
The Netherlands Has Already Given Tesla a Major Victory
Tesla’s strongest European breakthrough came in April when Dutch vehicle authority RDW approved FSD Supervised for use in the Netherlands.
That decision followed more than a year and a half of assessment involving test-track work, public-road testing and analysis of European driving data.
RDW concluded that the system met the applicable requirements and said continuous monitoring of the driver was central to its safety assessment.
But Dutch approval alone does not automatically unlock the rest of Europe.
The Netherlands must submit the case for wider permission through the European process, after which member states have to decide whether the approval should extend across the bloc.
A successful decision would transform the situation almost overnight.
Instead of Tesla fighting essentially the same regulatory battle country by country, a common approval could open FSD Supervised across the EU’s enormous single market.
That is why the French tests matter far beyond France.
Tesla Is Trying to Prove FSD Is Safer
Tesla has spent recent months building a European evidence base around FSD.
The company says its European testing has covered hundreds of thousands of individual driving scenarios in major cities including Paris, Amsterdam, Munich, Barcelona and Rome.
Its published testing dashboard says FSD Supervised achieved a pass rate of at least 92% across more than 230,000 predefined scenario tests on fixed European routes, with trained safety drivers ready to intervene.
Tesla has also released collision comparisons that it argues demonstrate a substantial safety advantage when FSD Supervised is operating.
The company says European vehicles using the system recorded far fewer collisions relative to distance travelled than Teslas driven manually during its comparison period.
Those figures could strengthen Tesla’s case, but they do not settle the argument by themselves.
Comparing automated and manual driving is difficult because journey type, road conditions, driver behaviour, geography and the circumstances in which a system is activated can influence the result. Regulators therefore have to judge not simply whether Tesla can produce impressive numbers, but whether the methodology behind them survives independent scrutiny.
France is now carrying out part of that scrutiny itself.
Europe Is Moving Toward a Decision
The next few weeks could be critical.
French authorities are expected to analyse the two vehicles and reach conclusions during September. France can then use that evidence when deciding how to approach a European vote on wider recognition of the system.
A decision could potentially come as early as October, although the process could slip into December.
The regulatory mechanism is important because this is bigger than France simply deciding whether Tesla owners in Paris can activate another software feature.
The Dutch approval provides the foundation for a system that could eventually be recognised throughout the European Union. Member states therefore have to decide whether they are comfortable effectively allowing the technology onto roads from Lisbon to Warsaw.
France carries considerable political weight in that discussion.
A positive French assessment would not guarantee European approval, but it would remove one of the most significant sources of resistance.
Europe Has Been Far Harder for Tesla Than America
Tesla’s European push also exposes a fundamental difference between the regulatory cultures on either side of the Atlantic.
European vehicles generally require regulatory approval before particular systems can be placed into widespread operation. The United States relies much more heavily on manufacturer certification followed by regulatory oversight once vehicles are already in use.
European regulators therefore examine how software behaves before granting access to the market and can impose requirements specific to European roads.
That has forced Tesla to adapt.
European roads present a difficult environment for automated driving: dense historic city centres, bicycles, pedestrians, roundabouts, unusual junctions, narrow streets and substantial differences between national road systems.
A system trained extensively on American driving cannot simply be assumed to behave identically in Europe.
Tesla’s European FSD software consequently has its own regulatory and technical requirements.
The company is effectively trying to prove that an AI driving system can generalise across one of the most complicated collections of road environments in the world.
The Name Still Creates Confusion
There is another problem Tesla cannot solve through software alone.
“Full Self-Driving” sounds like a vehicle that drives itself.
FSD Supervised does not.
Tesla explicitly tells users that the driver must remain attentive and be prepared to take control. European regulators have repeatedly emphasised the same point.
That creates an unusual psychological challenge.
The better the software becomes at handling ordinary driving, the easier it could become for a human to trust it too much. Yet supervision becomes most important precisely when the system encounters the rare situation it cannot correctly resolve.
Driver-monitoring technology is therefore not a minor accessory to the European approval.
It is one of the mechanisms that allows regulators to tolerate such powerful automation while leaving legal control with the person sitting behind the wheel.
France’s previous concern about attention warnings goes directly to that problem.
A European Green Light Would Be Enormous for Tesla
European approval would represent far more than the launch of another Tesla option.
It would validate one of the central technological bets behind Elon Musk’s vision for the company.
Tesla increasingly presents artificial intelligence, automated driving and eventually robotaxis as fundamental to its future. The value of that strategy depends on turning years of software development into products that can operate legally across large markets.
Europe has been one of its hardest tests.
If FSD Supervised can gain broad approval across the EU, Tesla would suddenly have access to millions of existing and future vehicles within a common regulatory market.
It would also intensify pressure on traditional car manufacturers.
Advanced driver assistance would move further away from being a collection of individual features — lane keeping, adaptive cruise control and automated parking — and toward software capable of managing substantial portions of an entire journey.
That changes what consumers may eventually expect a modern car to do.
France Could Become the Turning Point
The final decision has not been made.
France could still conclude that Tesla must make further changes. European governments could still resist broader approval. Regulators could also impose additional conditions before allowing widespread deployment.
But the direction of travel has clearly changed.
France has moved from expressing doubts about Tesla FSD to placing the technology directly onto its roads for independent assessment. The Netherlands has already decided that the supervised system can satisfy its approval requirements, and Tesla is publishing an increasingly large body of European performance data.
The remaining question is no longer whether Tesla can demonstrate FSD in Europe.
It is whether enough European governments will accept the evidence.
If France emerges from September’s testing convinced, one of Tesla’s largest remaining regulatory obstacles could become one of the votes that pushes FSD Supervised across the European Union.
