The Fear Began Long Before Donald Trump
Huawei was once on course to become the dominant telecommunications company of the 21st century. It sold smartphones by the hundreds of millions, built the equipment underneath mobile networks around the world and emerged as one of the early leaders in 5G — just as governments began treating communications infrastructure as a matter of national security.
Then the United States went after it. Washington restricted Huawei from federal contracts, stopped American companies freely supplying it, pushed Huawei equipment out of US telecommunications networks and eventually blocked new Huawei communications equipment from receiving the regulatory authorisation normally required for sale in America. The important distinction is that there was never one simple law declaring that every Huawei product was universally illegal in the United States. It was a series of increasingly powerful restrictions that together created something close to an economic and technological blockade.
The official explanation was national security. American authorities feared that allowing a Chinese company to become deeply embedded inside the infrastructure carrying government, military, corporate and civilian communications could create a vulnerability with consequences far beyond the mobile-phone market. Huawei rejected that argument and repeatedly insisted that it had never installed secret backdoors for Beijing and would refuse any demand to do so.
America Did Not Simply Ban Huawei Overnight
The confrontation stretched back years before President Donald Trump placed Huawei at the centre of the US-China technology war.
In 2012, the US House Permanent Select Committee on Intelligence published an investigation examining the national-security risks posed by Huawei and fellow Chinese telecommunications company ZTE. That was seven years before Huawei was placed on the Commerce Department's Entity List and shows that American suspicion of the company was not invented during the Trump presidency.
The central American concern was not really whether someone should be allowed to buy a Huawei smartphone. It was whether Huawei should be trusted to supply the machinery underneath telecommunications networks on which entire countries increasingly depended.
That distinction matters.
A compromised consumer handset might expose one user. Compromised network infrastructure could theoretically expose communications on an entirely different scale or allow disruption during a crisis.
By the time the world began preparing for 5G, Huawei had therefore become much more than another electronics manufacturer.
It had become a geopolitical problem.
Why 5G Made Huawei Different
Modern mobile networks are part of national infrastructure. Governments, emergency services, businesses, financial institutions and hundreds of millions of ordinary people rely upon them.
5G promised to deepen that dependence by connecting not only phones but potentially factories, vehicles, logistics networks, utilities and vast numbers of internet-connected devices.
Washington's argument was essentially that a country should not build such infrastructure around technology supplied by a company it could not confidently separate from a strategic rival.
The FCC ultimately designated Huawei and ZTE as companies posing a national-security threat to the integrity of American communications networks and the communications supply chain in June 2020. Federal Universal Service Fund money could consequently no longer be used to purchase, maintain or support their equipment.
The American concern went further than conventional hacking. If telecommunications hardware were compromised at the supplier level, discovering that compromise could be considerably more difficult than stopping a normal external cyberattack.
That is why Huawei became such an unusually important target.
The Chinese Government Question
At the centre of the dispute was Huawei's relationship with the Chinese state.
Huawei describes itself as a private company owned by employees and retired beneficiaries. Its April 2026 corporate information says founder Ren Zhengfei accounts for around 0.59% of its total share capital.
American authorities nevertheless argued that the danger could not be assessed purely by looking at the company's formal ownership.
The FCC cited Huawei's alleged links with the Chinese Communist Party and military establishment, Chinese intelligence laws, cybersecurity concerns and the conclusions of US government agencies when formally designating the company a national-security threat.
Huawei fiercely disputed that reasoning.
The company has said that it has never installed intelligence backdoors and would not permit anyone else to do so. It has also challenged the interpretation that Chinese law means telecommunications manufacturers can simply be ordered to place covert access mechanisms inside their equipment.
That leads to one of the most important points in the entire Huawei story.
Was Huawei Actually Caught Spying?
The public argument is frequently simplified into: America discovered Huawei spying for China and banned it.
The public record is considerably more complicated.
US authorities have described Huawei as a major national-security risk and repeatedly raised the possibility that Chinese state influence could make its telecommunications equipment dangerous. But Washington's restrictions were not based on the publication of one universally accepted piece of evidence showing a hidden Huawei-controlled switch secretly transmitting American 5G traffic to Beijing.
Huawei repeatedly made that lack of publicly demonstrated espionage evidence a central part of its defence, arguing that the United States was treating suspicion as proof.
That does not mean the security concerns were imaginary.
Governments frequently make national-security decisions on the basis of risk rather than waiting until a feared attack has already occurred. Intelligence assessments may also depend on information that cannot be made public without exposing how it was obtained.
There were separate and very serious accusations against Huawei that went far beyond theoretical espionage.
The Criminal Cases Changed the Argument
In January 2019, the US Justice Department announced criminal charges against Huawei entities over alleged theft of trade secrets from T-Mobile.
Prosecutors accused Huawei personnel of trying to obtain technology relating to T-Mobile's phone-testing robot and alleged that the company had obstructed justice after the dispute emerged. Huawei entities pleaded not guilty to the charges.
A separate case accused Huawei, its finance chief Meng Wanzhou and affiliated entities of conduct connected with business in Iran, including allegations of bank and wire fraud and sanctions violations.
Those charges were allegations rather than findings of guilt against the company, but they gave Washington another basis for arguing that the dispute was about considerably more than theoretical cybersecurity fears.
The Justice Department expanded its case in 2020, alleging a broader conspiracy involving misappropriation of intellectual property and activities involving sanctioned countries. The department explicitly stated that the charges were allegations and that defendants were presumed innocent unless proven guilty.
Huawei was now facing three overlapping American accusations: that its equipment posed an unacceptable strategic risk, that its corporate conduct raised serious concerns and that allowing it to dominate future telecommunications infrastructure could give China an enormous geopolitical advantage.
Then Washington reached for a weapon far more powerful than simply banning government agencies from buying Huawei equipment.
Trump Turned Suspicion Into Economic Warfare
On May 16, 2019, Huawei and dozens of affiliates were placed on the US Commerce Department's Entity List.
That meant exports, re-exports and transfers of items subject to American export regulations generally required government licences when Huawei was involved. The official justification was that there was reasonable cause to believe Huawei had been engaged in activities contrary to American national-security or foreign-policy interests.
This mattered because American technology was buried throughout the global technology supply chain.
Huawei might have been Chinese, but many of the components, software packages, semiconductor tools and intellectual-property systems needed to make advanced electronics depended directly or indirectly on American companies.
The Entity List therefore attacked Huawei at a structural weakness.
Its smartphones illustrated the effect almost immediately.
Huawei Phones Lost Google
Google explained in 2020 that US restrictions prevented it from working with Huawei on new device models.
That meant newly released Huawei phones could no longer receive Google's normal certification or ship with the Play Store and core Google applications such as Gmail, YouTube and Maps in the conventional way. Existing models released before the restrictions could continue receiving certain services where legally permitted.
For Huawei's international smartphone business, this was devastating.
Android itself contains open-source components, but outside China the Google ecosystem is a major part of what consumers expect from an Android phone. A premium smartphone without normal access to the Play Store immediately became a much harder product to sell across markets such as Europe.
Huawei responded by accelerating development of its own software ecosystem, including HarmonyOS.
But Washington was not finished.
The Chip Restriction Was the Real Weapon
The most strategically important American move arrived through semiconductor controls.
In 2020, Washington expanded restrictions affecting certain foreign-produced products made using US technology or software. The objective was to close routes through which Huawei could continue obtaining advanced components manufactured outside America but produced with American-controlled technology.
That was a much deeper attack on Huawei's business model.
Modern semiconductor production is extraordinarily globalised. A chip can be designed in one country, manufactured in another and rely upon software, manufacturing equipment and intellectual property originating from several others.
America possessed leverage over crucial parts of that chain.
By exploiting that leverage, Washington could constrain a Chinese company even where the final semiconductor had never physically been manufactured in the United States.
The implications went far beyond Huawei.
The confrontation demonstrated that semiconductor technology had become an instrument of geopolitical power.
America Began Removing Huawei From Its Networks
The restrictions also moved steadily into American communications infrastructure.
Congress imposed procurement restrictions affecting Huawei equipment through Section 889 of the 2019 National Defense Authorization Act. The restrictions prevented federal agencies from obtaining covered Huawei telecommunications equipment in specified circumstances and placed restrictions on federal contracting with companies using certain covered equipment.
The FCC subsequently established measures designed to remove Huawei and ZTE equipment from networks, particularly smaller carriers that had previously used Chinese equipment because it was often economically attractive.
The initiative became widely known as "rip and replace".
Then, in November 2022, the FCC went further.
It stopped authorising new communications equipment identified on its Covered List as presenting an unacceptable national-security risk. The decision included Huawei telecommunications equipment and meant affected new products could no longer pass through the normal FCC authorisation route required for marketing or importation.
By that point, the American strategy had become remarkably comprehensive.
Huawei was being squeezed from government procurement, network infrastructure, communications-equipment approvals, American software and advanced semiconductor supply chains at the same time.
America Wanted Other Countries to Follow
Washington also pressed allies to reconsider Huawei's role in their own 5G networks.
This became a major diplomatic battle because Huawei was already deeply embedded in telecommunications systems across several countries.
Britain provides perhaps the clearest example of how complicated the security argument actually was.
The UK had spent years operating a dedicated Huawei Cyber Security Evaluation Centre arrangement designed to inspect Huawei technology and manage the risks associated with using equipment from what Britain regarded as a higher-risk vendor.
British security assessments identified significant engineering and cybersecurity-quality concerns. The UK later stated that Huawei's product quality and engineering processes created risks of hostile exploitation or systemic failure.
Yet Britain's final decision to remove Huawei from 5G was also directly affected by the American sanctions themselves.
That is a crucial twist.
America Changed Britain's Security Calculation
Britain initially planned to permit Huawei to participate in restricted portions of its 5G network while keeping the company away from the most sensitive functions and limiting its overall presence.
Then America tightened semiconductor restrictions in May 2020.
Britain's National Cyber Security Centre concluded that the sanctions would force Huawei to make substantial changes to the technology and components it used. That made it considerably harder for British security experts to guarantee that the resulting equipment could be assessed and its risks effectively managed.
The British government consequently announced in July 2020 that operators would be banned from purchasing new Huawei 5G equipment after the end of that year and that existing Huawei 5G equipment would have to be removed by the end of 2027.
The circular nature of this decision is striking.
America argued Huawei represented a security risk, imposed sanctions intended to cripple Huawei's technology supply chain, and those sanctions then altered the technical characteristics of Huawei's future products enough to persuade Britain that its existing security-management approach was no longer sustainable.
The American strategy had therefore achieved something larger than a domestic ban.
It had begun reshaping the international telecommunications market.
Huawei Was Hurt — But It Was Not Destroyed
For several years, the restrictions appeared potentially existential.
Huawei's international smartphone position suffered dramatically. Access to cutting-edge chips became harder. Its relationship with the global Android ecosystem fractured.
But Huawei did not disappear.
Instead, the company poured extraordinary amounts of money into research and development while expanding its own software, semiconductor, cloud, automotive and computing capabilities.
Its 2025 annual report shows revenue reached CNY880.9 billion, with net profit of CNY68 billion. Huawei says it spent CNY192.3 billion on research and development during that year alone — equivalent to 21.8% of revenue.
That puts the story into a different perspective.
America badly damaged parts of Huawei's international business. It did not kill Huawei.
Instead, Huawei began building around the restrictions.
The Mate 60 Sent Washington a Warning
One of the most symbolic moments came when Huawei returned to the premium 5G smartphone market with the Mate 60 Pro.
Technical examination of the device identified a Kirin 9000S processor manufactured using SMIC's 7-nanometre-class process.
The discovery mattered because the purpose of American semiconductor controls was partly to restrict Huawei's access to leading-edge chip technology.
The Mate 60 did not mean China had suddenly eliminated the technological gap with the world's most advanced semiconductor producers. Manufacturing sophisticated chips economically, reliably and in enormous volume is a different challenge from demonstrating that a process is technically possible.
But Huawei's comeback exposed the central limitation of sanctions.
Technology restrictions can slow an opponent. They can raise costs dramatically. They can deny easy access to existing supply chains.
They can also create an enormous incentive for that opponent to build alternatives.
The Ban May Have Accelerated China's Technology Independence
This is perhaps the biggest unintended consequence of the Huawei confrontation.
Before the sanctions, Chinese technology companies had compelling economic reasons to keep buying advanced Western technology. Established foreign suppliers were often better, cheaper or easier to integrate than attempting to recreate entire technology stacks domestically.
Huawei's experience demonstrated that those supply chains could become political pressure points.
From Beijing's perspective, that changed the calculation.
Semiconductors, operating systems, artificial intelligence infrastructure and telecommunications equipment were no longer merely commercial industries. They were strategic vulnerabilities.
Huawei consequently became both a victim of America's technology restrictions and a powerful symbol of China's drive for technological self-sufficiency.
The company says that by 2025 it was again generating almost CNY881 billion in annual revenue and operating across more than 170 countries and regions.
The Huawei that emerged from the sanctions was different from the one America originally targeted — more concentrated on China, more determined to replace foreign technology and more deeply intertwined with a wider Chinese effort to reduce dependence on Western supply chains.
So Was America Right to Ban Huawei?
There is no completely clean answer because two different standards are often confused.
If the standard is whether the United States publicly proved that Huawei had secretly used its global telecommunications equipment to conduct espionage for Beijing on a scale matching the darkest political warnings, the publicly available evidence is far less definitive than the popular version of the story suggests. Huawei has consistently denied doing so.
If the standard is whether a government can reasonably decide that critical national infrastructure should not depend heavily on a supplier exposed to the laws, political system and strategic interests of a rival state, America's argument becomes considerably stronger.
Telecommunications infrastructure is unusual because the consequences of being wrong could be enormous.
Washington did not need to believe that every Huawei router contained a secret backdoor. It needed to believe that dependence on Huawei created a risk that could become unacceptable during a future confrontation with China.
That is fundamentally a question of strategic trust rather than simply a question of proving past espionage.
The Huawei War Was Never Just About Smartphones
The Huawei confrontation now looks like an early battle in a much larger struggle.
What began as anxiety over Chinese telecommunications equipment expanded into controls over semiconductors, artificial intelligence technology, supply chains and the technological foundations of military and economic power.
America discovered that control of critical technologies could be used almost like control of financial infrastructure. China discovered that reliance on foreign technology could become an enormous strategic weakness.
Neither side forgot the lesson.
Huawei survived. By 2025 its revenues had climbed back close to their previous historic highs, while the company continued investing more than one fifth of annual revenue into research and development.
But the world around Huawei had permanently changed.
Telecommunications networks were no longer treated simply as commercial infrastructure. Semiconductor factories were no longer simply factories. Operating systems, chip-design tools, manufacturing equipment and mobile networks became instruments of national power.
That may ultimately be the most important consequence of America's Huawei crackdown.
Washington wanted to stop one Chinese company from becoming a potential vulnerability inside the West's communications infrastructure.
Instead, the confrontation helped begin an era in which the United States and China increasingly believe that whoever controls the technology underneath the modern world may also control the balance of power above it.
