Inside North Korea’s Nuclear Expansion
North Korea has built a second uranium-enrichment facility at its main Yongbyon nuclear complex as Pyongyang continues to expand the infrastructure capable of producing material for its nuclear programme. The International Atomic Energy Agency says the new two-storey building could accommodate as many as 28 centrifuge cascades.The development is particularly significant because it is not happening in isolation. The nuclear watchdog has also detected indications that an expanded section of the Kangson uranium-enrichment facility near Pyongyang has begun operating, pointing to nuclear infrastructure expanding at multiple locations rather than at a single experimental site.
A Second Enrichment Facility Has Emerged at Yongbyon
The new building is located at Yongbyon, the centre of North Korea's nuclear programme and a site that has been watched closely for decades. The IAEA identified it as a second uranium-enrichment facility by comparing satellite imagery taken during construction with photographs later released by North Korean state media.
Those photographs were published after Kim Jong Un visited a nuclear-material production facility in June. Images from inside the building appeared to show centrifuge cascades installed across both the lower and upper floors.
The IAEA estimates that the building has enough space for up to 28 cascades resembling those visible in the photographs. That gives outside observers a clearer picture of the potential scale of the installation, although it does not reveal precisely how much enriched uranium the plant can produce.
The agency has not confirmed how many centrifuges are installed in each cascade, their technical performance or the rate at which the facility is operating. Those unknowns are crucial because the number and efficiency of centrifuges determine how quickly uranium can be enriched.
Why 28 Centrifuge Cascades Matter
Uranium-enrichment plants use large numbers of rapidly spinning centrifuges to increase the proportion of the uranium-235 isotope contained in uranium. Connecting those centrifuges into cascades allows the enrichment process to be repeated progressively.
Low-enriched uranium can be used for civilian nuclear purposes, while much higher levels of enrichment can provide material suitable for nuclear weapons. The existence of a large enrichment facility therefore does not by itself prove that weapons-grade material is being produced there.
What it does establish is additional potential enrichment capacity. For a state that has repeatedly declared its intention to strengthen its nuclear arsenal, greater infrastructure gives North Korea more potential routes to produce the fissile material needed to sustain or enlarge that arsenal.
The IAEA's assessment is therefore important less because of a single building than because of the direction of travel. Yongbyon has undergone repeated expansion, and the new installation appears to add another substantial piece of infrastructure to a programme already operating beyond international inspection.
Kangson Is Expanding at the Same Time
The concern extends beyond Yongbyon. The IAEA says there are indications that operations began in January inside an annex added to the Kangson uranium-enrichment facility near Pyongyang.
That annex was constructed in 2024 and expanded the available floor space at the site. Earlier photographs associated with Kangson showed centrifuge equipment consistent with uranium-enrichment activity.
The agency has previously said some visible cascades appeared configured for low-enriched uranium production. Because North Korea described the location as a production base for weapons-grade nuclear materials, however, the IAEA has said it cannot exclude the possibility that other cascades elsewhere inside the facility could be configured for highly enriched uranium.
That is a carefully drawn distinction. There is evidence of uranium-enrichment infrastructure and continuing operations, but outside observers cannot inspect the entire complex or independently establish what every centrifuge is producing.
The IAEA Is Watching From Outside
One of the most striking features of North Korea's nuclear programme is how much of the outside world's understanding depends on satellites, construction patterns and photographs published by Pyongyang itself.
IAEA inspectors have not been present in North Korea since 2009. The agency therefore cannot enter Yongbyon or Kangson, take measurements, inspect centrifuges or independently sample nuclear material.
Instead, analysts compare commercial satellite images with known plant designs, construction changes and photographs released by North Korean state media. In the latest case, that process allowed the IAEA to link the two-storey Yongbyon building with the enrichment equipment shown during Kim Jong Un's June visit.
The method can reveal a great deal about infrastructure but leaves major uncertainties. It cannot provide the same assurance as physical inspections about operating rates, uranium inventories or the precise enrichment level of material being produced.
North Korea’s Wider Nuclear Infrastructure Is Still Growing
The Yongbyon development forms part of a broader pattern. The IAEA had already observed construction of the new building beginning in December 2024 and noted that its dimensions and internal characteristics resembled the Kangson enrichment facility.
Earlier assessments also found continuing activity at Yongbyon's existing uranium-enrichment plant. Photographs released in January 2025 allowed analysts to identify six cascades in the original section, eight in a later extension and another six in an annex constructed between 2021 and 2022.
That means the latest facility is an additional installation rather than simply another extension of the original enrichment hall.
North Korea has simultaneously continued activity elsewhere within its nuclear complex. The Yongbyon site includes reactors and facilities linked to another route for producing fissile material through plutonium, meaning Pyongyang has maintained infrastructure associated with both plutonium production and uranium enrichment.
Why North Korea Wants More Nuclear Material
Kim Jong Un has increasingly treated nuclear weapons not as a temporary bargaining tool but as a permanent element of North Korean national defence.
Expanding enrichment capacity potentially gives Pyongyang greater flexibility. More fissile material could support an increase in the overall stockpile, provide material for different warhead designs or give North Korea greater freedom to conduct future testing without consuming a large proportion of available material.
The exact size of North Korea's nuclear arsenal remains uncertain because the programme operates largely beyond international verification. Estimates therefore rely heavily on assessments of fissile-material production, known nuclear tests, missile programmes and intelligence analysis.
What can be observed more directly is the infrastructure required to support further production. On that measure, the evidence continues to point towards expansion rather than restraint.
Diplomacy Faces a Harder Nuclear Reality
The new facility also changes the background against which any future negotiations with North Korea would take place.
Earlier attempts at diplomacy often revolved around shutting down or dismantling individual facilities at Yongbyon. A nuclear programme operating through multiple enrichment installations makes that problem substantially more complicated.
Even if access were eventually negotiated at Yongbyon, any future verification agreement would have to account for enrichment activity elsewhere, including Kangson and potentially other undeclared locations.
That creates one of the central problems confronting efforts to limit North Korea's arsenal: nuclear capability can expand even while formal diplomacy remains frozen.
What Happens Next
The most important question is whether the new Yongbyon facility moves into sustained large-scale operation and what type of enriched uranium it ultimately produces.
Satellite monitoring may reveal cooling activity, construction changes, deliveries or other signs associated with increased operation, while future North Korean photographs could expose additional details about the equipment inside.
But without inspectors returning to the country, the most consequential numbers will remain hidden: exactly how many centrifuges are operating, how efficiently they work, how much enriched uranium they produce and what enrichment level that material reaches.
The latest evidence nonetheless points in one direction. North Korea is not merely maintaining the nuclear infrastructure it already possessed. It is building more of it, across more than one site, increasing the potential capacity behind an arsenal that Pyongyang has repeatedly vowed to strengthen.
