North Korea’s Nuclear Arsenal May Be Twice As Large As Previously Estimated
North Korea may possess as many as 120 nuclear warheads, according to a striking new estimate from South Korea’s defence minister that places Kim Jong Un’s potential arsenal far above many widely cited international assessments. The number matters because North Korea is no longer simply attempting to build a nuclear deterrent: it is developing a larger, more diverse force designed to survive an attack and threaten targets thousands of miles beyond the Korean Peninsula.
South Korean Defence Minister Ahn Gyu-back told lawmakers that North Korea was generally believed to possess approximately 80 to 120 warheads, while acknowledging that establishing an exact figure is extremely difficult. The estimate contrasts sharply with President Donald Trump’s recent statement that Pyongyang possesses 57 nuclear weapons and also sits well above SIPRI’s January 2026 estimate of roughly 60 assembled warheads.
How Was The 120-Warhead Estimate Discovered?
There has been no sudden discovery of 120 bombs inside a North Korean weapons facility. Nuclear estimates for secretive states are instead reconstructed from pieces of evidence: the amount of plutonium produced, the scale and operation of uranium-enrichment facilities, satellite imagery, reactor activity, known nuclear tests, missile programmes and assumptions about how efficiently available fissile material can be converted into usable weapons.
That is why estimates vary so widely. SIPRI estimated in June 2026 that North Korea had assembled approximately 60 warheads and possessed enough fissile material for at least another 30, while accelerating production. The Federation of American Scientists similarly places the current North Korean military stockpile at approximately 60 warheads.
South Korea’s higher 80-to-120 range therefore should not be interpreted as proof that intelligence agencies have physically identified 120 completed nuclear weapons. Ahn himself said the number was based on assessments from private research organisations and stressed the limitations involved in determining the precise total.
The disagreement reveals the fundamental problem facing intelligence agencies. North Korea does not declare its stockpile, allow international inspectors to inventory its weapons or reveal how much highly enriched uranium it has accumulated. Even relatively small changes in assumptions about uranium enrichment efficiency and the amount of fissile material required for each weapon can produce dramatically different estimates.
How Has North Korea Managed To Build So Many?
North Korea's nuclear programme is the result of decades of investment rather than a sudden technological breakthrough. At its heart are two routes to producing the fissile material required for nuclear weapons: plutonium production and uranium enrichment.
The Yongbyon nuclear complex has long been central to the plutonium side of the programme. North Korea can irradiate fuel in its reactor and subsequently reprocess spent fuel to extract plutonium suitable for nuclear weapons. At the same time, its centrifuge programme provides another route through the enrichment of uranium.
The International Atomic Energy Agency has documented continuing activity at North Korea's Yongbyon Uranium Enrichment Facility and the Kangson Uranium Enrichment Facility. Satellite imagery and photographs released from inside North Korea have also allowed analysts to assess the configuration and expansion of some centrifuge halls, while construction has continued at Yongbyon.
A May 2026 Congressional Research Service assessment noted that North Korea produces plutonium at Yongbyon and operates gas-centrifuge enrichment facilities, while pointing to indications of another probable enrichment facility being constructed at Yongbyon to increase stockpile production. That is crucial because fissile-material production ultimately places the physical ceiling on how many nuclear weapons Pyongyang can manufacture.
North Korea has also become increasingly difficult to economically isolate. The US intelligence community assessed in its 2026 Annual Threat Assessment that revenue from munitions sales to Russia, recovering trade and illicit cyber activity — including cryptocurrency theft — had pushed North Korean foreign-currency generation to its highest levels since before extensive sanctions were imposed in 2018.
This does not mean Russia simply supplied North Korea with its nuclear arsenal. The programme predates the current Moscow-Pyongyang relationship by decades. But increased revenue, diplomatic protection and military cooperation give Kim's government more room to sustain weapons programmes despite international sanctions.
North Korea Is Building Different Types Of Nuclear Weapons
Raw warhead numbers only tell part of the story. A country possessing 100 primitive nuclear devices without reliable delivery systems would present a very different threat from one possessing a mixture of compact warheads and short, intermediate and intercontinental ballistic missiles.
North Korea has spent years attempting to solve that problem. Kim Jong Un declared in 2021 that his country had developed the ability to miniaturise and standardise nuclear weapons and wanted tactical weapons suitable for several delivery platforms. US assessments have subsequently highlighted North Korea's efforts to increase both its stockpile and the range of systems capable of carrying nuclear payloads.
The distinction between tactical and strategic nuclear weapons is particularly important. Shorter-range weapons could threaten South Korean and Japanese military bases, ports, command centres and concentrations of forces. Strategic weapons carried by intercontinental ballistic missiles are intended to threaten the United States itself.
That gives Pyongyang something far more valuable than simply possessing a large bomb: multiple levels of escalation.
Which Countries Can North Korea Reach?
South Korea is already comprehensively exposed to North Korean conventional and nuclear-capable forces. Japan can also be reached by several classes of North Korean ballistic missile, while intermediate-range systems potentially place American bases much farther across the Pacific at risk.
Guam — a major US military hub — falls within the potential range of North Korean intermediate-range systems. Beyond that sits the much larger strategic question: the continental United States.
North Korea's Hwasong-18 is a solid-fuel intercontinental ballistic missile with an estimated range of approximately 15,000 kilometres. On that theoretical range, virtually the entire continental United States could be within reach.
The solid-fuel element is especially significant. Older liquid-fuel missiles require more preparation before launch, creating opportunities for satellites and other intelligence systems to detect activity. Solid-fuel missiles can be transported and prepared more rapidly, making them harder to locate and potentially reducing the warning available to an opponent.
North Korea has also tested the enormous Hwasong-19, a three-stage solid-fuel ICBM. Its precise operational range remains uncertain, and major questions remain over re-entry reliability and the performance of a nuclear warhead during a genuine intercontinental attack, but South Korean assessments indicate the missile could potentially strike the US mainland.
This is an essential qualification. Demonstrating that a missile can theoretically travel the necessary distance is not identical to publicly demonstrating a fully reliable wartime system capable of delivering a nuclear warhead accurately through atmospheric re-entry. North Korea's exact operational capability remains partly hidden.
But Washington cannot base nuclear strategy on the assumption that the system will fail.
Why 120 Warheads Would Change The Calculation
North Korea does not need anything remotely approaching the thousands of weapons held by Russia or the United States to create an enormous strategic problem.
A larger arsenal makes a successful disarming attack increasingly unrealistic. If Pyongyang can disperse dozens of mobile missiles, conceal weapons underground and retain a surviving retaliatory force after being attacked, the credibility of its nuclear deterrent rises dramatically.
That appears to be part of the strategy. SIPRI says North Korea is pursuing Kim Jong Un's stated objective of expanding its nuclear arsenal “exponentially”, while continuing to introduce new missile systems and increasing fissile-material production.
A force approaching 120 warheads would also allow North Korea to dedicate different weapons to different missions. Some could theoretically be reserved for the United States, others for Japan, American regional bases and South Korea, while additional weapons could remain protected as a retaliatory reserve.
That is considerably harder to deter, track and destroy than a tiny experimental arsenal.
What Is America Likely To Do?
The immediate American response is unlikely to be an attempt to destroy North Korea's nuclear programme militarily. Once a country possesses a dispersed nuclear arsenal capable of surviving a first strike, preventive war becomes extraordinarily dangerous because even a small number of surviving weapons could produce catastrophic retaliation against South Korea, Japan, US forces or potentially American territory.
Instead, Washington's strategy rests heavily on deterrence.
The United States has repeatedly committed its conventional and nuclear forces to the defence of South Korea. The US-South Korea Nuclear Consultative Group has developed joint nuclear and strategic planning, exercises, secure crisis communications and preparations for conventional South Korean forces to support American nuclear operations in an extreme contingency.
Missile defence will remain another component. The United States maintains homeland missile defences partly because of the North Korean ICBM threat, while regional systems protect American forces and allies. Yet missile defence is not an impenetrable shield, particularly if North Korea eventually develops enough missiles, countermeasures or multiple-warhead capabilities to overwhelm defensive systems.
Trump is simultaneously signalling a diplomatic route. On August 19 he said he intended to meet Kim Jong Un later in 2026, reviving the possibility of another personal summit after the diplomacy of 2018 and 2019 failed to produce lasting denuclearisation.
But the balance has changed profoundly since those meetings. Kim would now enter negotiations with a larger nuclear programme, better missiles, a stronger relationship with Russia and a far greater ability to argue that North Korea's nuclear status is irreversible.
The South Korean Nuclear Question Could Become Much Bigger
Perhaps the most dangerous long-term consequence is not simply what North Korea builds. It is what North Korea's neighbours eventually decide they need in response.
South Korea currently relies upon the American nuclear umbrella and its defence minister has reiterated opposition both to developing an independent South Korean nuclear arsenal and to redeploying American tactical nuclear weapons on South Korean territory.
But the strategic pressure is obvious. The more credible North Korea's ability to strike American cities becomes, the harder the United States must work to convince South Koreans that Washington would still risk nuclear retaliation against Los Angeles, Seattle or Washington to defend Seoul.
That is the classic problem of extended deterrence.
If confidence in the American guarantee weakened sufficiently, arguments for a South Korean nuclear deterrent could intensify. Japan would then face its own strategic debate, while China would confront the possibility of additional nuclear-armed states appearing close to its borders.
A North Korean arsenal therefore has the potential to generate consequences far beyond Pyongyang itself.
Russia And China Make The Problem Harder
The geopolitical environment surrounding Kim has also changed.
North Korea's military relationship with Russia has deepened substantially, while China remains its most important economic partner. The US intelligence community says cooperation with Moscow has increased alongside renewed attempts by Pyongyang to improve relations with Beijing.
That matters because the sanctions architecture intended to constrain North Korea is far less powerful when major states are unwilling to isolate Pyongyang completely.
It also creates the outline of an increasingly divided Northeast Asia: the United States, South Korea and Japan on one side, with North Korea tied more closely to Russia and economically dependent on China on the other.
Nuclear weapons reinforce that division because they make military coercion enormously more dangerous.
The Most Important Number May Not Be 120
Whether North Korea currently has 60 completed nuclear weapons, 80, 100 or 120 remains uncertain. The secrecy surrounding its programme means precision can create a false sense of confidence where none exists.
The more significant fact is the direction of travel. SIPRI estimates that North Korea has assembled roughly 60 warheads, already possesses fissile material for at least 30 more and is accelerating production. South Korea believes the real total may already be considerably higher.
North Korea has moved from conducting its first nuclear test in 2006 to operating an expanding weapons-production infrastructure and deploying increasingly sophisticated ballistic missiles. Its most advanced systems are being designed around the assumption that American territory must be vulnerable as well as American allies.
That changes the geopolitical equation. Washington can still overwhelmingly destroy North Korea in a nuclear war, but overwhelming superiority does not remove the ability of a much smaller nuclear power to inflict unacceptable damage first.
The nightmare scenario is therefore not that North Korea somehow overtakes the United States or Russia in nuclear weapons. It does not need to. The strategic threshold is much lower: enough survivable weapons, hidden launchers and credible long-range missiles to make every American president believe that attacking Kim Jong Un could place American cities at risk.
If North Korea is approaching that threshold with an arsenal that could eventually number more than 100 weapons, the era in which its nuclear programme could realistically be treated as something that might simply be dismantled may be disappearing.
